Написал письмо производителю карт, пришел ответ, но перевод не совсем понятный, может есть специалисты, чтобы перевести подробней. Я так понял что митсу сами отказались от карт России на общедоступном сайте...
Unfortunately HERE Maps does not have a map update available which includes Russia. This decisions was made by the vehicle and navigation system manufacturers as HERE maps produce map updates for specific regions/countries when they are requested for by the vehicle or system manufacturers. Unfortunately at this time we have no further information available regarding a map release which will include Russia.
